The first Chamber of Commerce, Industry, and Agriculture was initially established in Bethlehem in the early fifties. The first prominent Board of Directors was elected in 16/4/1952. In 30/8/1965, the elections of the Chamber took place thus enabling the latter to continue offering its services. As the Governorate of Bethlehem was extensively preparing itself to celebrate the Second Millennium, and simultaneously witnessing a conspicuous entry into a new period of construction and structural renovations, the Minister of Economy and Commerce issued his resolution to appoint a top-level group of businessmen and economists to function as the recent Board of Directors of the Chamber and the body that predominantly supervises all its affairs. Hence, the Chamber started a new phase of its history targeting to accelerate local commercial growth, and to promote a needed commercial cooperation with regional and international chambers of commerce.

The Bethlehem Chamber of Commerce and Industry is inclusively enrolled under the umbrella of the Palestinian Union for the Chambers of Commerce, Industry, and Agriculture centered in Jerusalem and whose membership comprises fourteen Palestinian Chambers.


Bethlehem Chamber of Commerce and Industry Objectives

The predominant objectives of the Chamber are to:

* Organize the commercial and industrial interests of the private sector institutions, as well as to represent and protect their affairs on the local, regional, and international levels.

* Defend these institutions particularly in issues pertaining to taxes, tariffs, import, and export.

* Enhance and promote local industries.

* Increase and escalate the size of national production exports.

* Instigate prominent commercial relationships with other commercial and industrial Arab and foreign joint chambers.

* Produce serial and specialized publications, articles, commercial booklets, and reviews, as well as to exchange commercial manuals, and statistical information.

* Function as the arbitral party in commercial disputes.

Departments of Bethlehem Chamber of Commerce and Industry

The Bethlehem Chamber of Commerce and Industry comprises:

The Administrative Council or Board whose functions are to: 

*      Design the general policy of the Chamber.

*      Assign plans needed to promote and enhance the Governorate economic fields.

*      Take appropriate decisions in proposed recommendations mainly presented by the Departments or members of the General Assembly.

*      Concretely pursuit the economic situation of the Governorate and pertinently assign apposite resolutions for general economic matters.

*      Initiate contacts with overseas institutions to develop and activate the work of the Chamber.

The Administration

The Administration is headed by the Managing Director who is mainly considered as the primary administrative representative of the employees and the Chamber work in front of the Board of Directors. The Managing Director acts as a co-coordinator between the Administration and the Chairman thus reporting on all issues pertaining to the duties of his department. These duties are:

 

*      Supervise the adaptation of the general policy of the Chamber, and the implementation of resolutions and recommendations taken by the Board of Directors. Simultaneously, it has to follow-up and guide works of the Departments in particular, and that of the Chamber in general.

*      Prepare for the sessions of the Board of Directors in cooperation with the Chairman of the Council and the Board’s Secretary.

*      Submit regular monthly reports on the implemented activities and work of the Chamber. These reports predominantly include suggestions that are geared  to activate the role of the Chamber,  and solutions for all the problems that tend to impede the work of the Departments.

*      Supervise the implementation of Quality Management System - ISO procedures, work of the employees and the Departments, and all procedures needed to ensure the ultimate implementation of the ISO System. Finally, it has to pursuit all needed modifications that abide to the excellence system patterns adopted by the Chamber.

*      Coordinate and cooperate with other respective Palestinian, Arab, and international economic and commercial institutions.

*      Assist in submitting economic, social, cultural, and informational services to the members of the Chamber. Concurrently, it works on expanding the areas of coordination and cooperation among them in all commercial and industrial fields.

*      Coordinate with all Faculties and Departments to ensure the implementation of proposed working plans asserted by the Board of Directors, and to guarantee the ultimate realization of these plans.

*      Offer accreditation of certificates and other documents according to the jurisdiction granted by the Board of Directors on one hand, and that of the institution of  the Chamber on the other hand.

*      Evaluate the work of the employees, and  submit monthly reports on this matter to the Board of Directors.

Executive Secretary

The tasks of the Executive Secretary are to:

*      Acts as a coordinator between the Chairman of the Chamber and the Board of Directors.

*      Organize,  document, and distribute posted and received posts. 

*      Document and record minutes of official meetings.

*      Accomplish additional tasks as supervising and filing the exporters’ certificates of origin.

*      Supervise the archive and the internal library of the Chamber.

Department of Membership and Services

The tasks of this Department are to:

*      Utterly supervise the organization and fulfillment of services pertaining to traders.

*      Recruiting new members.

*      Arrange field visit to the different industries.

*      Incessantly work on enhancing and improving the image of the Chamber in front of the reviewers.

*      Pursuit the compliance of applications and petitions with the provisions of the constitution, the institution, and the adopted policy of the Chamber.

*      Facilitate the entry of food supplies and goods into the District.

*      Follow-up and detect modifications and changes on the framework of the commercial institutions.

*      Submit reports on the Department activities, and proposals targeting to develop its work.

*      Conduct statistical studies and researches pertaining to marketing and trading.

Finance Department

The tasks of the Finance Department are to:

 

*      Coordinate and implement the financial policy of the Chamber.

*      Supervise commercial and financial records.

*      Submit financial reports on the actual and anticipated financial budgets.

*      Supervise the budget turnover.

*      Submit financial proposals to enhance the financial capacity of the Chamber.

*      Supervise the purchase and exchange processes as related to the needs of the Chamber.

*      Uphold trust ship records. 

*      Coordinate and organize the employees’ affairs.

Exhibitions and Trade Promoting

The tasks encompass the following:

 

*      Publish bulletins, booklets, special circulars and catalogues on local industries.

*      Coordinate and organize training programs that seek to enhance members’ awareness in the various economic topics. Simultaneously, conduct specialized workshops to empower the quality of the administrative work conducted inside the companies and local institutions.

*      Organize, manage, and supervise exhibitions, as well as missions and commercial contracts which tend to open new trade markets and enhance trade exchange.

*      Arrange visits of local and foreign delegations.

*      Organize promotional specialized festivals and exhibitions for local traders and artisans seeking to revive and promote internal marketing.

*      Enhancing local production through the electronic web page of the Chamber

*      Assist in the marketing of the handicraft products and its exhibit in international exhibitions.

Department of  Daily Services

The tasks evolve the following:

 

*      Supervise the general tidying process.

*      Supervise the housing process.

*      Assist in submitting services to different departments such as photo copying, passing files, and other tasks.
